비전통 안보 이슈인 ‘사이버안보’에서 국가의 역할은 지속적으로 확대되고 있다. 전통적 안보영역에서와 달리 사이버 공간에서는 다양한 행위자가 활동하고 있음에도 불구하고, 국가는 여전
히 사이버 공간의 보호와 발전을 위해 주도적 역할을 한다. 사이버안보에 대한 각 국의 관심이
높아진 상황에서 중국 또한 사이버안보 전략 및 정책을 재편했다. 이는 사이버 영역의 급속한 확
대로 인해 사이버 공간 내 위협이 증가하고, 나아가 사회의 불안정성이 야기 될 수 있다는 중국
지도부의 인식을 반영한 변화이다. 중국은 우선 정보화(信息化·informatization)라는 자국의 특수
한 개념을 바탕으로 사이버안보를 위한 정보 통신 기술 발전과 사이버 기반 시설 구축, 제도 정
비의 기틀을 마련했다. 중앙네트워크안전정보화영도소조와 국가인터넷정보판공실의 신설, 사이
버안보법 제정 등이 대표적이다. 중국은 또한 국제사회에서 사이버안보를 두고 다른 국가와의 경
쟁과 협력을 병행하는 전략을 추진 중이다. 사이버안보 관련 국제 제도를 형성하는데 있어서 주
도권을 갖기 위해 미국과는 경쟁을 펼치는 반면, 상하이협력기구나 아세안지역안보포럼, 유엔 정
부전문가그룹 활동 등을 통해 러시아 등의 국가와 협력해 나가고 있다.
영어 초록
The role of nation states in relation to the non-traditional security issue of “cybersecurity” hasrecently become a major topic of discussion. While cyberspace, unlike the traditional security
sector, represents a variety of actors, states have played an increasingly central role in cyber
protection and development. In this context, China’s informatization has paved the way for the
country’s development of information and communication technology, construction of cyber
infrastructure, and adjustments to its legal system. The Chinese Communist Party (CCP), fully
aware that the rapid growth of the cyber sector and the potential weakening of cybersecurity could
give rise to social instability, has been active in the development of necessary strategies and
policies, as can be seen in growth of cybersecurity laws and the establishment of the Central
Leading Small Group for Cyber Affairs and the Cyberspace Administration of China. In the
context of international cybersecurity, China has played the roles of both competitor and
cooperator. With the role of international cybersecurity institutions growing, China has been
competing with the United States for the leading role while it has been cooperating with other
countries such as Russia through its collaboration with the Shanghai Cooperation Organization,
ASEAN Regional Forum, and the United Nations’Group of Governmental Experts.
