The Monroe Doctrine and the `World Politics` of Theodore Roosevelt This article has tree aims : first, the diplomacy of Theodore Roosevelt was built in a point of view `world politics`, then, the Monroe Doctrine is to show the axis of his `world politics`. next, the Monroe Doctrine to be adopted by TR differs from President Monroe`s declaration of 1823. Two Monroe Doctrines are like each other in appearance, but differ widely in their principles. This study will be divided into two parts. In part one, the author will discuss the backgrounds of TR`s `world politics`. What makes him to new American foreign policy instead of the old. In part two, it will be traced why TR try to expand the Monroe Doctrine in Pacific region. In my thesis, four conclusions can be reached : First, The `world politics` of TR had been planned before he became U.S. President, 1901. Secondly, The backbone of the `world politics` is the Monroe Doctrine. TR regard the ultimate object of the Monroe Doctrine as the security of the U.S. coastline and the overseas territorial possessions against the Powers, especially Russia, Germany and Japan. The security of United States of America is also the final end of the `world politics` of TR. Thirdly, The Monroe Doctrine of TR is different two points of that in 1823. The one is the region of the application of the Monroe Doctrine, the other is it`s principles. The application zone of the Monroe Doctrine of TR is not only the Atlantic region, but also the Pacific region, that is Hawaii, Philippine, Manchuria and Korea. The Monroe Doctrine in TR`s mind is to keep Non-Colonization, to abandon Non-Intervention and Abstention and to adopt No-Transfer principle. Lastly, The Atlantic and the Pacific policy of TR were closely connected because of traditional Isolationism and limited naval power. TR decided to defend the Atlantic region by the naval power, the Pacific region by the diplomacy. In a point of angle of the aim of TR`s diplomacy, the chain of diplomatic actions to be done is the East Asia, namely the mediation at Portsmouth peace conference, Taft-Katsura(桂) secret Agreement(1905), Gentleman Agreement(1908), Root-Takahira(高評) Agreement(1908), is not the products of the open door policy, but the logical results of his world politics. In other words, to keep a good-relations with Japan is to get the security of the Philippine and the Hawaii and to take `free hand` of the U.S. fleet in the Caribbean.
