The main purpose of this article is precisely to examine the phonetic features and phonological rules of Mandarin Chinese vowel. The phonetic transcription of a language shall be various according to scholars` viewpoints. This study provides us with 19 phonetic inventories in Mandarin Chinese based on a narrow transcription. In discussing the phonological rules, I have tried to minimize the phonemic inventories as possible. In the phonological treatment of vowel system, I employ the theory of generative phonology. The solution which I propose reduces a phonetic system of 19 vowels to the five-underlying phonemes /A, γ, i, u, y/, which is different from the six-vowel system /i, u¨, i, u, γ, α/ which Cheng(1973) does. I is noticeable that the underlying phonemes do not include the [e] and [o], which are used in the Chinese Pinyin system. The 19 phonetic inventories in Mandarin Chinese can be derived from the following five underlying phonemes: i) low vowel /A/: [æ, a, A, α], ii) mid vowel /γ/: [e, ○, y, o], iii) high vowel /i/: [j, i, ○, ○, ○ ], /u/: w, u, ○], /y/: [○, y, Y].
