영어 초록

The age of globalization is an age of information, but skill of foreign languages `is an essential prerequisite for the rapid exchange and use of information. And spreading our own information throughout the world is as important as acquiring foreign information. So language is a tool of globalization, but a system for romanizing Korean is not consistent and therefore its standardization is urgent. Since 1985 ISO (International Organization for Standardization) has tried to unify principle for the transliteration of the Korean script into Roman characters. There have been 6 attempts to seek an agreement on this issue between representatives of North Korea and South Korea, but they failed to find common ground and temporarily adopted the Technical Report (TR) with two different systems on May 20th, 1994. This International Standard is one of a series of International Standards, dealing with the conversion systems. The aim of this International Standard, and others in the series, is to provide a means for international communication of written messages in a form which permits the automatic transmission and reconstitution of these by men or machines. The system of conversion, in this case, must be univocal and entirely reversible. This means that no consideration should be given to phonetic and aesthetic matters nor to certain national customs; all these considerations are, indeed, ignored by the machine performing the function. The adoption of this International Standard for international communication leaves every country free to adopt, for its own use, a national standard which may be different, on the condition that it be compatible with the International Standard. The system proposed herein should make this possible; and, be acceptable for international use if the transcription it creates is such that they may be converted automatically into the transcription used in any strict national systems. This international Standard may be used by anyone who has a clear understanding of the system and is certain that it can be applied without ambiguity. The result obtained will not give a correct pronunciation of the original text in a person`s own language. The transliteration tables of ISO TR are as follows: Transliteration of Korean Script(Hangeul) into Latin characters consonants vowels Transliteration of Korean Script(Hangeul) into Latin Characters Consonants : Vowels (표) It is regretful to adopt the TR which means re-examination for the grace period of 3 years. It is ludicrous to wait for another 3 years even though the computerized Latin characters of Korean is already widely used. Despite 10 years of hardwork, it seems that the standardization will be as difficult as political unification. First, South Korea needs to revise the transcription system on the condition of the Romanization of Korean within South Korea before any hope of agreement between the North and the South. It is hard to expect any reasonable or open policy from North Korea. After all, North Korea is closed, isolated and dictatorial state in terms of politics as well as language. This thesis insists that the standardization of the computerized conversion for writing system into Roman characters of Hangeul should precede the agreement on transliteration system of Romanization of Korean between the North and the South.
