한국의 베트남전쟁 기억의 변화와 재구성 -1999년 『한겨레21』 캠페인과 그 이후 변화를 중심으로

베트남전쟁 참전 이후 최근까지 한국의 베트남전쟁 기억은 ‘공식적 기억의 정형화와 망각’ - ‘대항기억의 형성과 기억투쟁’ - ‘전쟁에 대한 2차적 망각과 기억을 위한 투쟁’의 사이클을 그리며 변화해왔다. 베트남전쟁에 대한 한국의 공식적 기억은 반공·발전전쟁으로 대표된다. 공식적 기억의 균열은 한국군의 베트남 민간인학살과 관련된 1999년 『한겨레21』 캠페인과 진실규명운동으로부터 시작되었다. 이 운동은 한·베 간의 과거청산뿐만 아니라 아래로부터의 전쟁기억을 통해 공식적 기억으로 대표되는 냉전의 기억을 해체하는 기억의 전쟁이기도 했다. 그러나 이러한 대항기억의 전개는 참전군인의 동원과 저항, 집단기억으로서의 공식적 기억의 공고화라는 의도치 않은 결과를 낳았다. 베트남에서의 열전이 한국 사회 내의 냉전으로 재현된 것이다. 진실규명운동 이후 베트남전쟁은 또 다시 잊히고 있다. 현재의 기억투쟁은 공식적 기억과 대항기억, 각각의 ‘기억을 위한 투쟁’으로 전환되었다. 대립하고 있는 두 기억은 하나의 베트남전쟁에 대해 전혀 다른 방향의 기억만들기를 하고 있다. 이는 한국 사회에서 여전히 지속되고 있는 냉전의 사회적실재를 보여준다. 베트남전쟁은 한국이 지닌 수많은 냉전기억의 하나이며, 이를 둘러싼 갈등과 기억투쟁은 한국 사회의 이념지형의 축도(縮圖)다.

영어 초록

Korea has had the memories of the Vietnam War as ‘the stereotyping and forgetting of the public memories’, ‘formation of resistant memories and struggle of memories’, and ‘the second forgetting and struggle for memories’ of the war. The memories of the Vietnam War of Korea have been changed the cycle since engaging the war. The public memories with the war of Korea are represented anticommunism and warfare for the development. However, the public memories with the Vietnam War of Korea are cracked from the Hangyere 21 campaign, 1999, and the movement of clarification of truth involves civilians massacre in Vietnam by ROK armed forces. The movement was not only liquidation of the past between Korea and Vietnam but also the war of memories which broke up decomposed memories of the Cold War that is represented the public memories through the war memories from below. The development of the resistant memories has lead to unexpected results such as mobilization, resistant of veterans and consolidation with the public memories as collective memories. It represented the hot war in Vietnam as the Cold War in Korea. The Vietnam War has dismissed since the movement on 1999 in Korea. The struggle of memories in Korea now is converted into the public memories and the resistant memories which stand up to ‘struggle for the memories’ on either side. Two memories which are in confrontation with each other have create entirely different directional memories. It shows social reality of the Cold War that is lasted as ever in Korea. The Vietnam War is just one of the memories which is in Korean’s recollection with the Cold War. The conflict and the struggle of memories about the Vietnam War in Korea show the miniature copy of the ideological topography.
