The purpose of this study is to examine the historicity of political education through an
analysis of the origin of political education as a school subject in the U.S. with the aim of suggesting
some implications for the development of political education in Korea. For that purpose, both the
U.S. textbooks for political education and the reports by the NEA (National Educational Association),
the NML (National Municipal League), and the APSA (American Political Science Association)
published between mid-nineteenth and early twentieth century were analyzed. The main findings
of this study can be summarized as follows: First, political education in its early days intended to
promote the ideal of American Government in the face of the political and social changes at that
time. Second, the curricular contents of each area of political education are identified: political
philosophy and ideas of constitution (in the case of ‘the Forms of the Government’), administration,
party systems and electoral systems (in the case of‘the Functions of the Government’), and a range
of social problems (in the case of‘Civic Participations’). Third, the establishment of political education
as a school subject and further development of the subject curriculum can be attributed to the
support of professional associations (e.g. NEA, APSA) and civic organizations (e.g. NML).
