Abstract

한국어 초록

북한선교는 만남의 길이요, 화해와 화목으로 가는 길이며, 한국교회의 필연적인 사명이며, 북한 동포들이 복음을 통해 예수 그리스도로구원을 얻고 하나님의 자녀로 삶을 영위하는 것이 북한선교의 궁극적인목표다. 따라서 인간 삶의 본질적인 변화를 추구하는 기독교 선교에있어서 북한 동포들의 사고방식이나 생활습관 등의 환경적인 요소들에 대한 연구와 분석은 필수불가결한 요소일 수밖에 없다. 그러므로 남북한이 공유할 수 있는 종교의 환경적 영역을 넓혀가는 것이 진정한 의미의 민족화해와 평화통일을 이룩하는 것임을 깨닫는 일이다. 그영역들을 찾아내어 분석하고 이해하는 일들이 북한선교에 선행되어야할 과제이다. 남북관계에서 본 북한선교정책전망의 개념 이해를 중심으로 한국교회의 보수진영(한기총, CCK)과 진보진영(한국교회협의회,NCCK)의 양극으로 나누어 추구하는 선교의 개념을 하나로 이끌어낼수 있는 방법을 제시하고 북한선교의 방향성을 살펴볼 것이다.
북한 지원을 목표로 하던 북한선교사역 유형 및 조선그리스도교연맹(조그련)을 단일화된 대북창구로 보았던 선교 유형들이 다양한 창구 로 변화됨에 따라, 북한선교에 기독교 정체성에 관한 문제가 서서히제기되고 있으며, 자본의 논리로 관철되는 오늘날 시대에 엄청난 분단 비용을 감수해야 하는 한국과 북한의 국민들은 어려움 가운데 서 있다.북한선교는 예수 그리스도의 선교 명령 차원에서 뿐만 아니라 민족의생존적 차원에서, 그리고 자유라는 미명 아래 당연시되는 무한경쟁을 도전하는 차원에서, 기독교인들의 중요한 과제이며, 무엇보다 먼저북한선교는 기독교 정체성을 회복하는 정책으로, 대북창구가 조그련이라는 점을 인식하며 남북한의 사랑·화해, 그리고 평화의 신학적인기반들을 확립할 수 있는 영적 능력을 배양하고 회복하는 영성운동으로모아야 한다..
기독교 단체와 비기독교 단체의 구별 없이, 민주적 차원에서 북한 선교사역을 이끌 수 있도록 평신도들을 총체적으로 활용하는 정책이 선행되어야 하고, 한국사회에 새터민이 정착된 생활을 할 수 있는 정책들이 최우선되어야 한다. 북한선교를 위한 한국 기독교의 가장 중요한 과업으로 ‘NGO를 통한 간접우회선교정책’을 우선으로 제시해 야 하며, NGO를 통한 북한선교전략은 기독교에 대한 이미지를 향상시 키는 데 크게 기여하지만 복음을 직접 증거하는 일에 있어서 직접적인 효과를 기대할 수 없기 때문에, 장기적 입장에서 NGO를 통해 북한과 좋은 관계를 형성하여 상호 신뢰 가운데 선교의 기초를 닦는 것이 효과적이다. 남북관계에서 본 북한선교정책은 북한선교를 목표로 하는 선교단체들의 환경변화 요인과 문제점들을 살펴보면 핵 위기론으로 한국교회 내에 갈등과 분열의 조짐이 나타나기 시작했고, 북한 내의 자본주의 경제체제 모방이 가속화되면서 북한을 지원하는 창구가 다변 화되어 북한 선교사역의 방향과 전망을 제시하지 못하고 있다. 그러므 로 가장 큰 문제는 직접 선교를 할 수 없다는 것이며, 또한 개 교회와 선교단체의 협력문제, 북한선교에 대한 들뜬 감정의 문제로 인하여 북한선교의 방해요소로 작용한다.
미래지향적인 북한선교정책의 기본원리는 성경적 인간성 회복사 역과 성육신 선교사역으로 구분하여 제시하고, 북한선교의 정책기조로 본 전환에서 개인적인 차원의 북한선교, 개교회적인 차원의 북한선교, 교파적인 차원의 북한선교, 한국교회 에큐메니컬적인 차원의 북한선 교, 북한선교의 마중물로 통일선교를 준비해야 한다. 북한선교의 총체 적인 전망과 대책에서 북한선교의 전망은 첫째, 한국교회와 기독교단체 들 안에서 북한 선교지원자들의 이탈 현상을 교단적 차원으로 전환시켜 야 한다. 둘째, 북한선교의 전략이 단순형에서 총체형으로 전환되어야 한다. 셋째, 북한선교를 북한물자지원차원에서 남북한 교회를 통한 영적 갱신의 차원으로 확대해 나가야 한다. 북한선교의 대책으로 통일 을 위한 전략으로 남북한이 어떠한 상황에 놓이게 될지는 논하기 힘들지 만 정부의 끈질긴 노력과 기독교의 북한선교 정책으로 어느 시점에서 북한 지역에 복음을 자유롭게 선포할 수 있는 길이 열렸을 때, 체계적이 고 동시적이며, 효과적으로 그 일을 수행하기 위한 통일 후의 선교 전략을 모색했다.
북한선교정책의 유형에서 조그련을 단일화 대북 창구로 보았던 선교의 유형들이 다양한 창구로 변화됨에 따라 북한선교에 기독교 정체성에 관한 문제가 서서히 제기되었다. 또한 지구화, 세계화로 대변되는 오늘의 시대는 모든 것이 자본의 논리로 관철되고 있다. 이로 인해 가난한 국가들과 가난한 사람들의 어려움은 더욱 가중되고 있고, 엄청난 분단비용을 감수해야 하는 한국과 북한의 국민들 역시 어려운 상황 가운데 놓여 있다. 이러한 시점에 우리 기독교인들은 북한선교에 힘을 모아야 한다. 북한선교는 예수 그리스도의 선교 명령 의 차원에서 뿐만 아니라 민족의 생존적 차원에서, 그리고 자유라는 미명 아래 당연시되는 무한경쟁을 도전하는 차원에서 기독교인들의 중요한 과제이다. 그러므로 한국교회는 미래 북한선교 사역에 있어서 먼저 북한을 더 이상 ‘한국과 북한이 서로 대립되는 관계로 머무는 것이 아니라 미래를 함께 주도할 동반자’로 인식해야 한다. 그렇게 될 때 한국교회의 미래는 민족 모두에게 진정한 희망이 될 것이며,바로 이 일을 위한 기독교인들의 북한선교는 큰 의미를 창출할 것으로 본다.

영어 초록

It can be said that North Korea missions are a way of a meeting, a way to reconciliation and harmony, and inevitable calling of South Korean church. Also, it’ ultimate goal is that North Korean people are saved by Jesus Christ through the Gospel and then live as sons and daughters of God. So, in regard to Christian missions, which pursue essential changes of human life, research and analysis of environmental factors such as the way of thinking and lifestyle of our North Korean brothers are indispensable. Therefore, we realize that widening the areas of religious environment to share with South and North Korea is to accomplish national reconciliation and peaceful unification of true meaning. Finding, analyzing, and understanding these areas must be a prerequisite for North Korea missions.
In this study on principles and aims of an effective mission policy through understanding the history and status of North Korea missions, I will present a way to bring together concepts of mission which are to pursue with the evangelical and ecumenical camp of the South Korean church and examine a Biblical understanding of North korea missions and principles and aims of missions policy based on an understanding of missiological concepts.
As the types of missions which aimed for material support of North Korea only through the Korean Church Federation have changed to various channels, the problem of Christian identity in North Korea missions has been raised. Also, today, considered the logic of capitalism, South-North people are standing in the middle of difficulties of enduring enormous expenses of a divided country.
North Korea missions is an important task, not only from the point of view of the Great Commission of Jesus Christ, but also for the survival of the Korean people, and due to the unlimited competition under the guise of liberty. Above all we should recognized that North Korea missions is the policy for recovering the identity of Christianity and that the channel of North Korea is Korea Christian Federation(KCF). Also, we should cultivate spiritual power of establishing foundation for love, amicable, and peaceful theology, as encouraging spiritual movement for restoration.
Without any distinction of Christian group or non-Christian group, the policy of ministry of the laity should be preceded in order to lead North Korea missions on aspect of democracy, and the policy of North Korea defector for settling down in South Korean society should be one of our greatest priorities as well. The most important task of South Korea Christianity for North Korea missions is “he mission policy with indirect detour through NGO.”The strategy of North Korea missions through NGO is effective to build the foundation of mission in a good relationship with each other in the long term because we can not expect direct effect to preach the gospel even if NGO can be helpful to improve images of Christianity in a good way.
On key factors of change and problems of missions organizations for aiming to North Korea missions in the status and task of south and North Korea missions, signs of conflict and division have began to appear in North Korea because of the nuclear crisis. Also, as imitations of the capitalism economic system accelerating in North Korea, methods of supporting North Korea have become multilateral, and the aims and prospects for missions in North Korea are not clear. Therefore, the biggest problem is that direct mission work is impossible now, and the problems of cooperation between individual churches and mission organizations and of restless emotions about North Korea missions are obstacles.
On the aims and principles for future-oriented North Korea missions policy, the basic principles should be classified as biblical personhood recovery working and incarnational mission ministry. Also, we should prepare the unification mission as personal, local, denominational, and ecumenical aspects and priming water on a way of changing of keynote of policy for North Korea mission. Regarding holistic prospects and measures for North Korea mission, first, individual support for North Korea missions in the Korean church and Christian organizations should be switched to denominational channel because of the phenomenon of breakaway of supporters. Second, North Korea missions strategy should be changed from a simplistic to a more wholistic strategy. Third, material support for North Korea missions should be expanded spiritual renewal through the North and South Korean church. Regarding plans for North Korea missions, it is difficult to discuss how North and South Korea will end up, but we have explored mission strategy for systematically, simultaneously, and effectively preaching the gospel after reunification, even if the effort of the government and Christian policies for North Korea missions, when North Korea is open to free proclamation of the gospel.
As the types of missions which aimed for material support of North Korea only through the Korean Church Federation have changed to various channels, the problem of Christian identity in North Korea missions has been raised. Also in the modern age of globalization, everything is viewed from the logic of capitalism. As a result, poor nations and people’ difficulties are aggravated, and the South Korean and North Korean people are in a difficult position as they face the expenses of a divided country. At this point, we Christians need to gather our strength for North Korea missions. North Korea missions is an important task, not only from the point of view of the Great Commission of Jesus Christ, but also for the survival of the Korean people, and due to the unlimited competition under the pretense of freedom. Therefore, with regards to future North Korea missions, the Korean church must first recognize that North and South Korea are no longer rivals, but companions who must lead the way together to the future. Then the future of the Korean church will become a true hope for all the Korean people, and this will create a great meaning for North Korea Christian missions.
