현행 초등도덕교육에서 ‘관용’은 다문화교육의 중요성이 부각되면서 새롭게 추가된 단원에서 다루어지고 있다. 여기에서 ‘관용’은 ‘문화의 다양성과 차이를 이해하고 존중하는 태도’를
가리키며, 이런 의미에서의 관용은 타인의 자유와 동등한 권리를 인정하는 시민적 덕목으로서
의 성격을 가진다. ‘관용’의 가치를 다문화윤리와 시민적 덕목의 관점에서 접근하는 것은 전
통윤리의 관점에서 해석되는 ‘관용’과 여러 가지 면에서 대비된다. 종래의 초등도덕교육에서
‘관용’은 ‘다른 사람의 실수나 잘못을 너그럽게 받아들이는 마음’을 지칭하는 것으로서, 유교
윤리에 기반을 둔 전통적 덕목으로서의 특징을 가지고 있기 때문이다. 시민적 덕목으로서의
관용과 전통적 덕목으로서의 관용은 무엇을 관용하고, 누가 관용하는가 등의 측면에서 차이가
있는 만큼, 양자를 명백히 구분하지 않은 채 직접적으로 관련짓는 것은 관용의 의미와 관용교
육의 방향에 대한 오해와 혼란을 초래할 우려가 있다. 그러나 전통적 관용과 시민적 관용은
그 개념적 차이에도 불구하고, 인간이 갖추어야 할 윤리적 태도로서의 공통된 의미를 가진다.
‘관용’이 도덕교육의 내용, 즉 윤리적 가치와 도덕적 덕목으로서 가지는 정당성은 사회적 필
요나 정치적 전략과는 구분되는 윤리학적 이유와 도덕교육의 관점에서 파악될 필요가 있다.
영어 초록
Tolerance' is presented as the term which means 'the attitude to understand andrespect cultural diversities and differences' in one new unit of our present primary
school moral curriculum. It is evident that the unit was introduced for responding to
increasing need of multi-cultural education in our society, and tolerance in this sense
must be regarded as an important civic virtue which has its origin in ideals of
liberalism and has been developed through history of democracy striving for people's
freedom and equality of human rights. In contrast to this civic and multi-cultural
education approach, the sense of 'tolerance' in our confucian ethical tradition can be
defined as 'the generous mind to accept and forgive others' mistakes and wrongness'
which has been taught as one of traditional virtues. Considering the obvious
difference between these two senses of tolerance especially in the subject and object
of tolerance behavior, the attempt to relate them directly without conceptual
clarification might lead to misunderstanding and useless confusion about tolerance
education. However, in the basis of civic tolerance and traditional tolerance, we can
find common point as a moral virtue or an ethical attitude to treat other people as
equal humans. The significance of 'tolerance' as a subject matter of moral education
should be interpreted on the reason of its educational and ethical value as a moral
virtue prior to social needs and political utility.
