한국어 초록

2014년 9월 우수리스크에서 한인의 러시아 이주 150주년을 기념하는
행사가 진행되었다. 한인이주 이후 가장 성대한 행사가 아닌가 한다. 한인
들이 러시아 이주하기 시작한 것은 1860년대 중반 이후 생활상의 요인이
크게 작용하였다. 러시아에 한인들이 첫발을 디딘 때는 1863년이었다. 그
해 한인 13가구가 두만강을 건너 포시에트로 들어가 지신허에 정착한 것
이 그 효시라고 할 수 있다. 이후 연해주 지역으로 한인 이주는 급증하였
으며, 지역도 지신허에서 블라디보스토크, 연추, 추풍, 수청 등지로 그 외
연히 확대되었다. 연해주에 정착한 한인들은 곳곳에 한인 마을을 만들었
다. 특히 지신허부터 시작된 이 지역 개척사는 한인 개척사라고 해도 과언
은 아니다.
연해주 지역 한인들은 1910년 일제 강점 전후부터 독립운동의 전초기
지로서 이 지역을 주목하였다. 을사늑약 이후 유인석을 비롯한 의병들은
국내진공작전을 수행하기 위해 연해주지역을 거점으로 삼았다. 최재형, 이
범윤, 유인석을 비롯하여 안중근 역시 연해주에서 의병활동을 전개했다.
연해주지역은 한국독립운동의 전초기지나 다름없었다. 해방 후 이 지역에
대한 사적지 실태조사는 주로 고대사, 그 가운데 발해사를 중심으로 진행
되었다. 그것도 대부분 1990년 이후의 일이다. 독립운동사적지에 대한 본
격적인 조사 역사 1990년 한국과 러시아가 수교된 이후에나 가능하였다.
당시 조사를 담당했던 1세대는 윤병석 교수와 조동걸 교수였다. 1992년 답사팀은 연해주를 비롯해서 하바로프스크, 이루크츠크 등을 조사하였다.
당시 이러한 조사에는 고려인 2세대인 송희연 교수가 참여했다. 이것이
한국에서 연해주지역 한국독립운동사적지를 조사한 최초의 작업이었다.
그후 몇 차례 조사를 통해서 연해주지역 사적지 규모가 어느 정도 파악되
었다.
한국독립운동이 남긴 유산은 오늘날 급변하는 국제정세 속에서 우리가
소중하게 보듬어야 할 정신적 자산이자 미래를 설계하는 자양분이기도 하
다. 과거에 대한 깊은 성찰 없이 밝은 미래를 담보한다는 것은 사상누각에
불과할 것이다. 2014년 한인 이주 150주년은 양국이 함께 공유하고 있는
동북아 평화의 실현을 위해 독립운동사적지에 대해 공동으로 관심을 기울
여할 공식적인 출발점이 아닌가 한다.
이 지역 사적지는 한국인들에게 큰 관심의 대상이 되기도 한다. 정치
인이나 탐방단 등이 찾은 이후 사적지의 관리실태 등에 대해서 언론에 기
고하거나 또는 언론사에서 특별한 계기 행사 때 집중적으로 다루고 있기
때문이다. 바람직한 일이다. 국외 소재 한국독립운동사적지에 대한 관심이
고조될수록 활용방안도 다양하게 나오기 마련이다.
그 가운데 중요한 것은 사적지를 통한 교육이다. 한국의 중고등학교
역사교사 연수프로그램에 연해주지역을 포함하는 계획이 필요하다. 2010
년 이전 연해주지역은 항공을 비롯한 교통편이 불편하여 중국의 상해나
연변지역보다 접근하기가 용이하지 않았다. 하지만 최근 한국 국적기가 매
일 운항하고 있으며, 다양한 루트를 통해 연해주에 도착할 수 있다. 따라서
학생들에게 가장 영향력이 큰 교사들에게 연해주 연수기회를 부여함으로
써 질높은 교육을 담보할 수 있는 시스템 구축이 필요하다고 본다. 이를
위해서는 무엇보다 재원마련이 필요할 텐데, 현지 사회적 기업을 활용하는
방안도 강구할 필요가 있다.

영어 초록

Ussuriysk held a commemorative event for 150-year history of
Korean immigration to Russia in Oct. 2014. It was a magnificent
event after Korean immigration to Russia. After mid 1860s, Korean
immigration to Russia was starting for the first time because of the
changing living condition.
In the year of 1863, the 13 Korean family who crossed the Tuman
River, entered Posyet and settled down Tizinkhe. It was the first
immigration.
After that Korean immigration to the Maritime province increased
rapidly, and the area was enlarged from Tizinkhe to Vladivostok,
Yeonchu, Chupung, Sucheong and so on.
It is not an exaggeration to say that a history of settlement starting
from Tizinkhe is Korean’s history of settlement. The Koreans who
settled in Yeonhaeju(Maritime Province) especially gave attention to this
region as the outpost of the independence movement around Japanese
colonial time.
After the Eulsa Illegal Treaty that Japan deprived Korea of their
diplomatic rights, the righteous army including Yu Inseok made a foothold in Yeonhaeju to conduct the domestic advancing operation.
An Jung geun including Choi Jae hyeong, Lee Bum seok and Yu In
seok also developed righteous army activities in Yeonhaeju. Yeonhaeju
was no better than the outpost of the Korea independence movement.
After Independence, historic site research on the actual condition
progressed mostly Balhae history in 1990s.
A full study about independence movement historic site also could
be possible after establishing diplomatic relations between Korea and
Russia. At that time, Professor Yoon Byeong seok and Jo Dong geol
was the first generation who took charge of the research. In 1992s, the
research team investigated the region of Yeonhaeju, Khabarovsk and
Irkutsk. Song Huiyeion professor who is the second generation of the
Korean Russian participated in this research, and this is the first
investigating Korea independence movement historical site. After that,
the scale of historical site was almost grasped.
The legacy of Korea independence movement is the spiritual
heritage and nutritive element that we have to be prized in the rapidly
changing world situation.
It just a house of cards to shape the future without a past
reflectivity. The 150th anniversary of Korean immigration to Russia is
the jumping - off point that both countries should be pay attention to
realize peace in Northeast Asia.
These historical site is at the center of attention to Korean. Its
because some politicians and visitors went to there and contributed to
the media on the actual situation of historic site, or the media dealt with
the historic site through special events. It is the desirable phenomenon. The more Korea independence historic site is paid attention, The more
various utilization of it is made.
Among them, the most important thing is the education using
historic site. Korean middle and high school history teacher training
program which is including the Yeon haeju must be made. Yeonhaeju
was difficult of access because of the poor transportation more than
that of Shanghai and Yeonbyeon before 2010 year. However, Korea’s
national flag carrier operates lately their plane from Korea to
Yeonhaeju, so people can arrive at the Yeonhaeju through the various
way. The establishment of the system like giving teachers a chance
to visit and training at Yeonhaeju is needed for high quality education.
For that reasons, it is necessary to secure finances and utilize the local
social enterprises.
