본 연구는 시각장애인의 직업 중 안마업의 현황를 고찰하고, 안마업의 발전을 위한 정책 대안을 제시하는데 그 목적이 있다.먼저 안마업의 실태를 살펴보면, 우리나라 시각장애인의 안마업은 1913년부터 현재까지 약 90여 년 간 동안 주된 직업이며, 현재 25개의 안마사 양성기관으로 13개 맹학교와 12개의 대한안마사회협회 부설 수련원에서 실시하고 있다. 우리나라의 안마업 형태는 안마시술소 중심이며, 최근에 안마원 활성화 정책과 안마창업교육이 실시되고 있는 현실이다. 다음으로 안마업의 문제점을 살펴보면, 시각장애인의 안마업이 안마시술소 중심이며, 일반인들의 유사안마 및 불법 안마업이 성행하고 있고, 안마업의 유보고용에 대한 제도적 미흡함이 나타났다. 또한 중국의 안마의들은 시험을 통해 자격을 취득하여 안마의원에서 치료하며, 일본은 단기대학과정에서도 안마사를 양성하고 있고, 개호보험이 적용되면서 기능훈련지도원으로 일하게 되었다. 우리나라는 중국과 일본에 비해 안마사 양성과 체계가 미약함을 알 수 있다.

This research aims to study the massage business, one of jobs held by visually impaired , and present policies aimed at developing the massage business.First, regarding the massage business status, vision-impaired people's massage business in Korea has been their prime job for around 90 years from 1913 to present. Operating currently are 25 massager training institutions including 13 schools for blind people and 12 training centers under the control of Korea Massagers Association. In Korea, massage is provided mainly by massage parlors, and in recent years policies to activate massage centers are implemented, and education on massage business incubation is provided. Also, regarding problems of the massage business, massage services by vision-impaired massagers are provided mostly by massage parlors, and similar or illegal massage services by ordinary people are provided, and thus the mandate of placing priority on employing impaired-vision massagers in the massage service establishments should be strictly implemented. Also, in China, massagers are required to take a test and earn a license, qualifying them to provide therapy at massage clinics. In Japan, massagers are fostered through short-term courses at colleges, are provided with hospice worker insurance benefits, and are qualified to serve as function trainers. Compared to China and Japan, Korea has yet to improve its system of fostering massagers.
