This article aims at examining the problems and the tasks of faith-based social welfare through a critical approach to the religious response on social welfare, focusing on the programs designed by "Won-Buddhist, Buddhist, Catholic and Protestant faith"-based, or faith-related social service agencies. Above all "religion" is an important element to be considered carefully in the light of the fact that faith-related social welfare agencies are now occupying seventy percents of all the comprehensive social welfare agencies in Korea.
In reality religion appears to have become a basis of idea and principle toward which social welfare has pursued; it is said that the history of faith-based social welfare is equivalent to the history of religious practices. The programs which the agencies provide fail to incorporate the attributes of each religion, and besides they are in accord with the secular agencies in that both approach the second-class citizens from the aspects of material, health and education. Despite the difference of the doctrines of the above four religions, the principles are proved to be almost similar in their delivery of social service. In case of disability welfare a distance exists between the doctrines of the above four religions and the theory of modern social welfare because of the negative view on the disability from the religious perspective. Treating the disability within family welfare also suggests the need for reconsideration of the religious perspectives on social matters.
In this sense faith-based social welfare has two tasks of the religion"s responsibility and its self introspection. The true religious principles such as relief and service are required to accompany religious responsibility, whereas the social welfare is expected to be a means for self-reflection of religion. The religious doctrine for the disable could provide an opportunity for each religion to reconsider the disability in theological perspective and to deepen and extend its discourse. The study on the faith-based social welfare can make an important contribution to a new form of social welfare and religion by approaching the social welfare in the context of religion, and at the same time religion in the context of social welfare. This article will be its starting point.
