Introduction
Does economic affluence make people happy? Economic flow in a capitalistic society is the principle which brings economic affluence to people, but in reality it does not always conform. The more economic growth, the more gaps seem increase between those who have and those who have not. Today, education is presented as a way to economic affluence as well as private or social development. Like this, the effect of human development through education has been introduced as ‘Human Capital Theory’. International organisations and governments make an effort to establish and enforce policy such as the global movement ‘Education For All’ reminding us how education is important for development. In this paper, basic understanding of ‘Human Capital Theory’ and its relations between education and development will be discussed with criticism. Finally, it will be given an example of South Korea’s human capital theory application case, and further, the reason why South Korea’s policy could succeed the World Bank policy which led to an investment in education at that time with criticism.
