Foreign policy [외교정책] is a study of state A's objectives and actions toward state B. In other words, it involves a unilateral action by state A toward state B. Thus, we speak of "American Foreign Policy toward China"[미국의 대중국 외교정책] or "Russian Foreign Policy toward Japan" and so on.
International politics (IP) [국제정치] means "political interactions between sovereign states." It involves bilateral actions between two or more states. Thus, we speak of "international politics of Northeast Asia," which deals with political interactions among the U.S., Russia, China, two Koreas, and Japan. To give you an analogy, foreign policy is a "one-way street," whereas international politics is a "two-way street.
