행정학의 종언인가?: 정체성 위기의 악순환
I. 서론
한국에서 근대적 행정연구는 20세기 중반 태동하였다. 초기 한국행정학은 독일과 오스트리아계의 국가학 또는 공법학의 영향으로 법제도적 연구가 주류를 이루었다(김운태 1969). 한국에서 행정학의 母학문은 정치학보다는 법학이었다. 법학자들이 행정학 저술을 주도할 정도로 한국행정학은 법학에 연원을 두었다. 이러한 맥락에서 이한빈(1970)은 법학에서 탈피한 행정학을 주장하였다. 행정학과가 주로 법과대학에 설치된 것은 한국에서 行政이 行法으로 간주되었기 때문이다. 행정학이 아니라 행법학이었다. 그러나 점차 법제도적 접근을 벗어나 실제적인 정부활동에 초점을 두기 시작하면서 정치학의 영향을 받았다. 행법학에서 행정학으로 변하고 있었다.
정치학에서 발전한 미국행정학의 도입은 한국행정학의 연구방향에 결정적인 영향을 주었다. 무엇보다도 법제도적 차원이 아닌 실제적인 정부활동에 초점을 두도록 하였다. 이러한 영향은 한국 최초의 행정학교과서로 알려진 정인흥(1955)에서 발견할 수 있다. 그는 미국의 행정학을 소개하면서 정치학과 관리학이 결합된 행정학의 특징을 강조하였다. 1958년 번역 소개된 미국 최초의 행정학교과서인 L. 그는 “행정연구는 법의 토대보다 관리의 기초로부터 시작해야 한다”고 주장하여 행정학의 脫법학화를 강조했다. 보다 주목할 만한 것은 그가 전제한 정치-행정 이원론의 시각으로 이는 한국행정학의 학문적 독자성을 신속히 확립하는데 도움을 주었다. 이들 교과서는 초기 한국행정학이 연구대상을 설정하는데 단초를 제공하였다. 미국의 정통행정학의 정치-행정 이원론을 기초로 정부의 실질적인 관리활동에 초점을 둔 것이다.
