Ⅰ. Introduction
1. Necessity of manpower development
Now, It's the time when man-power development is needed urgently through creation of knowledge and practical use of knowledge as knowledge information society and the knowledge is being the fact to decide wealth of the country, individual, enterprise and leading person. So, manpower development caught seat as point strategy of competitive power high position of the country.
Human resource development that can produce knowledge is changing to society as point of nation development. Recently, we have proceeded particularly HRD (Human Resource Development) policy in target with Vision of country dimension is lacked.
As being Knowledge information Society, motive power of economy and society’s development is changing from capital to Human Resource. As motive power of development of economy and society, Importance of knowledge and technology is being enlarged, Cycle of Creation and Extinction has being contracted. It’s main feature of knowledge information society.
Most advanced nations including Korea and Japan is changing to Aging society, it will be changed its Labor structure, too. And many women want economic activity, we need to establish policy about it.
