본문내용
해운은 세계의 모든 산업들 중에 가장 국제적이면서, 가장 위험한 산업이다. 해운산업은 해상에서 선박을 이용함으로써 이루어지는 산업이므로 해상에서의 위험을 줄이기 위해서는 해운국들이 발전하고 있는 해상에서의 국제 조약들을 잘 이행함으로써 위험을 줄이는 것이 가장 좋은 방법이라고 알려져 왔다. 이러한 이유로 몇 개의 국가들이 효율적으로 해상안전을 증진시키기 위해 영구적인 세계단체를 설립할 것을 제안하였으나, 이런 제안들이 실현된 것은 국제 조합이 설립되면서부터 였다.
