-요약-□ 최근 세계적인 디플레이션 발생 가능성을 우려하는 논의가 많이 제기되고 있음(Shilling 1999, DeLong 1999, Economist 2002.9.28, 10.12 등)
― 1990년대 후반 이후 일본과 중국 홍콩 등 일부 아시아 국가의 디플레이션 경험 외에 최근에는 미국 독일 등 주요 선진국의 경우도 디플레이션 발생 가능성 제기
― 이러한 디플레이션 위험이 현실화된다면 우리 경제는 국내여건과 관계없이 세계적인 디플레이션 환경에 둘러싸일 수 있으며 디플레이션의 국제파급 가능성 등을 감안할 때 국내경제에 미치게 될 영향을 간과할 수 없음
□ 디플레이션은 그 발생 가능성이 작다 하더라도 경제에 미치는 악영향이 인플레이션에 비해 훨씬 크고 일단 디플레이션에 빠지면 정책대응이 어렵다는 점에서 우려의 대상이 되고 있음
― 특히 최근 디플레이션에 대한 우려가 경기침체에 따른 수요부진 및 공급과잉 외에 자산가격 거품의 확산과 붕괴에 그 배경을 두고 있다는 점에서 더욱 경계할 필요
이하에서는 디플레이션에 대한 역사적 경험과 최근 주요국의 동향을 간략히 살펴본 후 디플레이션의 발생경로와 영향, 디플레이션 해소를 위한 정책 등을 정리해 봄으로써 정책적 시사점을 모색해 보고자 함
