슈클라의 자유주의는 정치문제를 윤리나 종교, 철학 문제와 구별하기 때문에 형이상학적인 포괄적 교리가 아니라 정치적 자유주의로 흔히 분류된다. 그녀의 자유주의는 어떠한 긍정적 덕성을
함양하는 데에 목적이 있다기보다는 악덕을 피하는 것을 우선적인 과제로 한다. 특히 잔혹함을
가장 큰 악덕으로 간주하여 잔혹함과 잔혹함이 야기하는 공포로부터의 해방을 목적으로 하는 데
에 그 본질이 있다. 즉, 그녀의 자유주의가 기반으로 하는 유일한 도덕적 토대는 최고선이 아니라
최고악, 즉 잔혹함의 존재이다. 따라서 그녀는 자신의 자유주의를 권리나 정의에 의해 도출된 자
유주의와는 달리 ‘공포의 자유주의’라고 부른다. 슈클라는 잔혹함이 정치적·사회적 삶에서 행하
는 역할에 주목하여 그것을 분석함으로써 그녀가 의미하는 정치적 자유주의관를 발전시키고자
한다.
슈클라는 새로이 규정될 필요가 있는 자유주의는 삶에 대한 포괄적 철학이 아니라 단지 정치
적 교리라는 것에 대해 롤즈와 의견을 같이 한다. 그러나 합당한 모든 개인들에게 수용될 수 있
는 추상적인 원칙 그리고 그들의 중첩적 합의를 애써 추구하는 것에 있어서는 롤즈를 따르지 않
는다. 하지만 슈클라의 자유주의가 갈망하는 평등하고 보편적인 보호와 자유를 보장하기 위해서
는 잔혹함을 이루는 것에 관한 그리고 개인을 보호하기 위해 사용될 수 있는 기제들의 구체적 특
성에 관한 광범위한 공적 합의가 필요한 것으로 생각된다. 이러한 점에서 볼 때 슈클라의 공포의
정치적 자유주의가 중첩적 합의의 확보 필요성 그리고 합당성에의 의존과 관련해 다소 문제점은
있지만 롤즈의 정치적 자유주의와 완전한 대척점에 있다고 할 수 없을 것이다. 그렇다면, 슈클라
는 롤즈의 정치적 자유주의와 구별되는 의미 있는 대안적인 정치적 자유주의를 제시한다고 할
수 없을 것이다. 그럼에도 불구하고 슈클라 자유주의의 독창성은 그것이 환상이 없다는 것, 즉 자
유주의를 지탱해온 역사적 진보에 관한 철학과 분리되어 있다는 사실과 함께, 인간이성에 관한
철학적 사유에서가 아니라 공포와 잔혹함의 실존적인 경험에서 나온다는 사실에 있다.
영어 초록
Shklar’s liberalism is usually labeled as political liberalism, not a comprehensive metaphysicaldoctrine, since it makes a distinction between political issues and ethical, religious, and
philosophical ones. Its primary task is to avoid vices rather than to cultivate certain positive
virtues. Regarding especially cruelty as the biggest evil, her liberalism sets liberation from cruelty
and the fear it inspires, as its essential goal. That is, the moral foundation of her liberalism is
the existence of not summum bonum but summum malum, i.e., cruelty. Therefore, Shklar calls
her liberalism ‘liberalism of fear’ unlike liberalism which is derived from rights or justice. Shklar
focuses on developing her definition of political liberalism by drawing attention to and exploring
the role that cruelty plays in political and social life.
Shklar agrees with Rawls that the liberalism which needs to be defined anew is not a
comprehensive philosophy of life, but only a political doctrine. But, she does not follow Rawls
in his search for abstract principles acceptable to and for an overlapping consensus of all
reasonable individuals. However, in order for her liberalism to secure the universal and equal
protection and freedom to which it aspires, an overlapping consensus both on what constitutes
cruelty and on the specific character of the mechanisms to be employed to protect individuals
seems to be necessary. In this regard, it cannot be said that Shklar’s liberalism of fear takes the
opposite stance against Rawls’s political liberalism on its need to secure an overlapping consensus
and its reliance upon reasonableness. If so, Shklar’s liberalism of fear cannot be said to offer a
meaningful alternative of political liberalism. Nevertheless, the originality of Shklar’s liberalism
lies in the fact that it is without illusion, that is, severed from the philosophy of historical
progress, but also is derived not from a philosophical conception of human reason, but from an
existential experience of fear and cruelty.
