송은 고려와의 국교 재개(1071) 이후 모두 세 차례에 걸쳐서 책봉과 관련한 문제를 거론하였는데, 모두 휘종의 재위 기간 중이었다. 송은 숙종과 예종 때인 1103, 1110년에 각각 책봉 문제를 제기하였다. 1, 2차 책봉 제의는 거란이 강력하게 존재하던 시기에 이루어진 것으로, 거란이 고려의 책봉국이라는 현실을 인정하면서도 한편으로 책봉에 대한 의사를 밝힌 것으로 이해할 수 있겠다. 3차 제의는 거란(요)이 여진(금)에 의해 급격히 기울어가던 1123년에 이루어진 것으로, 거란과의 관계를 끊고 송의 책봉을 받을 것을 분명히 밝히고 있다.
고려는 1103년에 송이 처음 제기한 책봉 제안에는 거란(요)의 책봉을 이유로 거절하였다. 하지만 1110년에 송이 정식 책봉을 대신하여 ‘權字’를 생략하고 고려의 국왕을 ‘眞王’의 예로 대하는 ‘책봉이 아닌 책봉관계’를 제시하자, 고려는 이를수용하였다. 거란(요)을 의식하면서 외교적, 군사적으로 위협이 될 수 있는 부분을 회피하면서 정식 책봉을 배제한 채 관계를 유지하는 것으로 고려-송 양국은 합의한 셈이다. 이후 1115년에 여진이 금을 건국을 하면서 송은 여진(금)과의 연계를 통해 거란(요)을 군사적으로 제압하고자 하면서 고려에도 적극적으로 책봉을 제안하기에 이른다. 1123년의 3차 책봉 제안은 이런 배경 속에서 이루어졌다.
하지만 12세기 초부터 여진의 성장을 지켜본 고려는 지속적으로 송에 여진과 친밀하게 지내는 것의 위험을 경고해 왔다. 이 같은 정세 인식 속에서 고려는 1123년에 송이 책봉을 제의해 오자 그대로 수용하지 않고 완곡히 거부하면서 사세를 관망하려는 입장을 취했다. 결과적으로 1123년부터 송은 여진(금)에 군사적 수세에 몰리면서 끝내 1127년에 멸망에 이르게 되었다. 고려의 조심스런 외교적 행보가 옳았음을 보여준다.

영어 초록

This paper aims to examine Goryeo’s diplomatic movements amid East Asia’s international circumstances. Hui-tsung(徽宗), the emperor of the Song(宋) China, was implementing aggressive foreign policies in order to attack the Khitan Liao(遼) and accordingly, mentioned installation three times to Goryeo. Propositions of the first and second installations in 1103 and 1110, respectively, were made when the Khitan’s power was strong and they were the results of recognizing the reality the Khitan was Goryeo’s suzerain state while expressing willingness for installation. The third round of proposition was made in 1123 when the Khitan was rapidly being collapsed by the Jurchen Jin(金), clearly shows that Goyreo would sever relationship with the Khitan Liao and receive asking installation of the Song.
Goryeo rejected the Song’s first round of proposition in 1103 for a realistic reason of the risk of war with the Khitan Liao. However, when the Song presented a relationship of “fictitious installation, which was not real installation”, in 1110 that Goryeo’s king would be treated as an installed king even though Goryeo recognized the Khitan Liao’s suzerainty and the Song officially did not install Goryeo’s King, Goryeo accepted this. The two countries agreed that they would avoid a threat in diplomatic and military terms conscious of the Khitan Liao and maintained ambiguous diplomatic relations. Thereafter as the Jurchens built Jin(金) in 1115, the Song implemented more aggressive policies to militarily suppress the Khitan Liao and in 1123 denied the Khitan Liao’s suzerainty and made more active proposition that the Song would be its suzerain state.
However, Goryeo which watched the growth of the Jurchens from the early 12th century, continuously warned that it was dangerous for the Song to have close diplomatic relations with the Jurchen Jin. Amid such perception of circumstances, Goryeo in 1123 did not accept the Song’s proposition for installation and denied it gracefully, taking an attitude of waiting and seeing circumstances. Resultantly, the Song was placed on the defensive by the Jurchen Jin from 1123 and collapsed in 1127. It shows that Goryeo’s careful diplomatic move was proper.
