Import substitution and export promotion are the two main economic policies adopted by developing countries. Each of those two is based on different backgrounds, but shares same goal which is economic development.
Import substitution policy has background on worsening balance of payment. It aims to reduce the ratio of import/domestic consumption and achieve growth through production of formerly imported goods. Import substitution combines a set of policies; overvalued currency, quantitative import protection, monopolistic competition of industry, subsidy through low interest rate and generous bank lending. Import substitution was adopted by most of the developing countries after the Second World War, including first ten years of South Korea.
On the other hand, export promotion aims to produce and export goods to the outer world. In order to produce the exported goods, import of machinery and technology is required.
