한국어 초록

북한 보훈정책의 이해는 내재적 접근법이나 외재적 접근법만으로는 이룰 수 없고 내 · 외재적 접근법을 통합한 상징주의적 접근법을 통하여 분석할 필요성이 있음을 제시하였다.
북한의 상징정책 논증분석을 통해 북한의 보훈정책 목적에 대한 상징성의 은유들을 살펴 혁명열사에 대한 존경과 예우는 하나의 상징으로 김일성․김정일 정권의 체제 유지에 이용됨을 증명하였다. 또한 북한 보훈정책 수단들에 대한 상징성을 살펴봄으로써 수단들 또한 교묘히 김정일 정권에 대한 충성을 강요하는 상징으로서 이용되고 있음을 알 수 있었다. 결론적으로 북한에서는 지도자 개인의 상징주의적 통치방식이 보훈제도에 그대로 투영되어 있다고 보여지며 보훈정책 또한 왜곡․변질될 수밖에 없는 한계를 발견하였다.
현재로서는 주체사상을 중심으로 한 김일성 곧 김정일이라는 정치적 이미지 구축 과 김일성과 김정일을 동일화하는 북한의 상징전략이 성공을 거두고 있는 것처럼 보인다. 과거 혁명세대들이 김일성과 함께 국가적 어려움을 극복했듯이 현재의 북한주민들 또한 김정일과 함께 ‘고난의 행군’ 을 하며 체제를 유지시켜 나가자는 전략이 북한 주민들에게 각인되고 있다고 보아야 할 것이다.
그러나 상징정책도 본래 의도한 바 목적을 달성하게 위해서 그 나름대로의 논리가 정당화 될 수 있는 현실적 근거가 마련되어져야 한다. 따라서 그럴듯한 상징 전략일지라도 그 허구성이 강하면 강한 만큼 종국에 가서는 그 자체 내의 모순에 의해 역기능을 드러낼 것이다. 상징의 과도한 남용은 상징의 유형화와 그에 따른 물화 현상으로 인해 집단구성원을 구속하고 집단자체의 활력을 잃게 한다는 점에서 유일지배체제 구축에 불가피하다 할지라도 김정일의 상징조작의 가속화는 종국적으로 체제발전 자체에 장애물이 될 수 있다.

영어 초록

This research is dedicated for better understanding of the veteran's welfare system in North Korea as well as awareness of problems followed by it. Keeping these in mind, we establish the objectives of this research as the following.
First, we want to verify the usefulness of symbolism approach in our research to understand veteran's welfare policy in North Korea.
Second, we want to analyze the objective and means of North Korean authority in their veteran's welfare policy.
Third, we want to observe the influence of symbolic manipulation by North Korean authorities along with our analysis on symbolism in veteran's welfare policy.
Fourth, focusing on the aspect of symbolism, we want to pull out the preview for the united veteran's welfare policy after the national unification.
The analysis on symbolism will undoubtedly help better understanding of veteran's welfare policy in North Korea and offer basic data needed to develop the strategy to unite national symbolic policy after the unification.
Internal approach or external approach alone cannot help us to understand the veteran's welfare policy in North Korea; instead, we need to combine internal and external approach and focus on the symbolic aspect. We analyzed and observed various implication set by goals of veteran's welfare policy in North Korea, and we concluded that respect and honorable treatment for the veterans is one of symbolic policies to maintain Il-Sung and Jung-Il Kim
administration's power. We also observed means and symbolism of veteran's welfare policy, and we concluded that they are used as ingenuous means to demand loyalty for Jung-Il Kim administration.
Regarding Korea's future as a united nation, it should be a matter of our continuous concern on how to properly unite the veteran's welfare system of South and North Korea and how to properly extricate the objective and means of Jung-Il Kim administration so that the new universal system is truly dedicated to the people and the nation.
