본 연구는 한국 사회복지대학 교육과정에 다양성 교육이 포함되어야 함을 논하고 다양성 교육 실천 방안을 제안하기 위한 것이다. 다양성 교육은, 다양한 대상 집단과 함께 일하고, 관계를 형성할 수 있는 능력을 향상시키는데 기여하고 사회복지를 공부하는 학생들에게 본인의 신념, 가치, 편견에 대해 인식할 수 있는 기회를 제공한다. 다양성 교육은 두 가지 차원에서 설명할 수 있다. 우선, 한국 사회 현실이 다양성 교육을 요구한다. 외국인 노동자, 국제결혼 이민자, 혼혈아동, 새터민등 사회복지 서비스의 대상이 되는 타문화권 출신의 취약인구계층이 급격히 증가하고, 이로 인한 다양한 실천적 이슈가 제기되고 있음에도 불구하고 이에 대한 관심과 연구가 전무한 실정이다. 따라서 다양한 문화적 배경을 가지고 있는 클라이언트의 욕구에 민감하게 반응하고 적절한 서비스를 제공하기 위해 다양성 교육이 절대적으로 필요하다. 또한, 사회복지교육 국제기준이 다양성 교육을 요구한다. 사회복지교육 국제기준의 확립 목적에도 사회복지발전과 인권실현을 위한 다양성 교육의 필요성이 주장되고 있으나 한국 사회복지 교육기관은 다양성 교육을 실시하지 못하고 있는 실정이다. 이를 위하여 본 연구에서는 한국사회의 소수민족 증가현황을 살펴보고 국제기준에 준하는 한국사회복지교육 준거틀 마련의 필요성을 논하며 다양한 문화적 배경의 클라이언트에게 민감한 사회복지사 양성을 위한 교육과정 개발의 필요성과 실천방안을 제언하고 있다.
영어 초록
“Globalization” has made the world smaller as people migrate more easily. Korea, once known as a culturally and ethnically homogeneous, has become a country with diverse people from all over the world. In Korea, there are various groups of foreigners: migrant workers mainly from Southeast Asia, foreign wives married to Korean men, Kosian children, North Korean Defectors and so on. Despite the growth of Korea's social welfare systems, there is no doubt that the area of multiculturalism and ethnic diversity has been ignored. Education and training programs for social workers hardly cover these pressing issues and the acquisition of competences in these areas has been neglected. There is an urgent need to develop more globally comparable and specific education programs for social workers to be able to deal with the changing composition of Korean society and to accommodate the influx of other cultures and minority ethnic groups. The programs need to develop specific curricula focusing on the knowledge, competences, and skills for dealing with diverse minorities, the disadvantaged and oppressed among them, advocacy of their problems, and culturally competent and sensitive practices. The study will explore diversity trends and current social work programs related to diversity in Korea and suggest how a diverse population should be considered for the social work education and training programs in Korea. The study suggests curriculum development, field education, culturally competent social work practicum and international collaboration. These suggestions will provide the opportunity for social workers to understand and eventually develop and deliver better services for this population in Korea.
