본 연구는 아동복지시설에서 보호받고 있는 시설보호아동의 현황을 알아보고 이를 아동권리에 관한 국제협약(CRC : Convention on the Rights of the Child) 중 제18조부터 제39조까지의 아동의 사회․경제․문화의 통합적인 권리차원에서 조망해 보고자 하였다. 1995년부터 2000년까지 우리 나라의 시설보호아동의 현황을 분석해 본 결과, 1997년 말경 IMF상황에 처하면서 시설보호아동의 비율이 증가하였다. 또한 1999년부터 2000년까지 우리 나라 요보호아동의 발생유형별 현황에서는, 미혼부모의 아동인 사생아가 가장 많은 발생비율을 나타내었다. 또한 2000년말 현재, 우리 나라 총아동인구수(13,670,950) 대 시설보호아동수(19,005)의 비율은 0.14%를 나타냄으로써 1995년(0.13%) 이후 시설보호아동의 비율은 점차 증가하는 추세를 나타내었 다. 부모의 사망 및 가출, 이혼 등에 의한 아동을 둘러싼 사회적 변화는 시설보호아동의 발생비율을 증가시키고 있었다. 따라서 시설보호아동의 복지권을 보장해주는 방안으로 정책적․전문적․사회적인 측면에서 그 대안을 모색해 보았다.
영어 초록
The purpose of this study was to survey the current situation of homeless children who were being cared in child welfare institutions and to examine it in light of social, economical, and cultural rights of children presented in the articles 18 through 39 of CRC(Convention on the Rights of the Child). Data from the Ministry of Health and Welfare and the Korea National Statistical Office from 1995 through 2000 were used to analyze the current situation of children in the child welfare centers. It was found that the rate of children in the welfare institutions had fairly increased since the end of 1997 when the IMF shock attacked the Korean society. Analysis between 1999 and 2000 on the types of children of welfare institution who need special care, showed that the rate of illegitimate children born to adolescent parents was the highest. From the end of 2000 and to the present, the number of children in child welfare institutions(19,005) marked 0.14% of the nations children population (13,670,950)and increasing since 1995(0.13%). The social environment for the children has changed through death, defection, or divorce of parents, and it has increased the rate of institutionally cared for children. Therefore, as a method to guarantee the welfare right of children cared in the institutions, some alternatives with respect to administration, technology, and society were investigated in this research.
