The issue regarding the nuclear proliferation around the world has emerged as an important dimension threatening international security. This concern has alarmed the world since the Democratic People’s Republic of Korea (DPRK), and recently the Iranian government, explicitly declared that they have acquired nuclear weapons. Since October 2002, considerable attention has been paid to the issue of the DPRK’s nuclear program from the international community, which has expressed its grave concerns. The tension reached at its the apogee when the DPRK claimed it conducted a nuclear test on the morning of 9th October 2006. In an effort to cope with the nuclear program of the DPRK, multi-dimensional solutions have been suggested, including limited military attack on the nuclear facilities as well as diplomatic negotiations since the first crisis in 1993. Putting aside these states’ direct use of nuclear weapons, a more serious factor is that international terrorist groups, such as the Al-Qaeda, can pose a nuclear threat to the world by acquiring Weapons of Mass Destruction (WMD) including nuclear warheads from these states.
