With Korea entering an aging society due to an increase in the average life span and a decreasing fertility rate, old age income security after retirement is rising as a pending issue. In this vein, Korea introduced a retirement pension system stipulated by 「Employee Retirement Benefit Security Act」in December, 2005. The act, which amounted to 16.3 billion won in the initial implementation, skyrocketed to 18 trillion 664.9 billion won in size. In 2010, the act was also introduced to a business with less than 4 employees.
