제1장 현 위치에 터미널이 입지하게 된 이유와 과정1. 70년대 고속버스터미널 현황
행정체계가 확립되지 못한 70년 대 당시 고속버스 관련 행정은 무질서했다. 고속버스회사 설립을 허가하고 운행을 개시하는데도 교통부는 서울시에 협의도 거치지 않은 것이 부지기수였다. 게다가 대부분의 고속버스 기ㆍ종점은 물론이고 본사도 서울에 위치하고 있었다. 이런 복합적인 문제들로 서울 각지에 위치와 규모가 제각각인 고속버스터미널들이 난립해 있었다.
한진고속은 서울역 앞 봉래동에 삼화고속은 종로구 관철동(대합식 21평)에 위치하는 식이었다. 게다가 동대문터미널은 1560평이나 됐지만 모든 버스를 수용할 공간이 나오지 않아 별도의 박차장을 흑석동에 두어 빈 버스가 밤낮으로 오고가는 일을 벌여야만 했다. 물적ㆍ인적 효율성이 떨어질 뿐만 아니라 비용 면에서도 효율적이지 못한 모습이었다. 그런 상태에서 1971년 1월 12일자 법률 제2273호 ‘자동차정류장법’이 생기게 되었다. 그러나 당시 서울에 있던 정류장 중 그 법에 충족될 수 있는 곳은 없었다.

다. 행정재산중 용도폐지되는 부분의 분할 또는 잡종재산을 매각교환 또는 양여하기 위한 분할
라. 토지의 일부가 도시계획시설로 지형도면고시가 된 당해 토지의 분할
마. 너비 5미터 이하로 이미 분할된 토지의 「건축법」 제49조제1항의 규정에 의한 분할제한면적 이상으로의 분할
6. 물건을 쌓아놓는 행위
가. 녹지지역 또는 지구단위계획구역에서 물건을 쌓아놓는 면적이 25제곱미터 이하인 토지에 전체무게 50톤 이하, 전체부피 50세제곱미터 이하로 물건을 쌓아놓는 행위
나. 관리지역(지구단위계획구역으로 지정된 지역을 제외한다)에서 물건을 쌓아놓는 면적이 250제곱미터 이하인 토지에 전체무게 500톤 이하, 전체부피 500세제곱미터 이하로 물건을 쌓아놓는 행위
